Unfortunately, I haven't ran across a pair of men's shorts that we stock at the warehouse with a 14" inseam. Some of the boardshorts have a 13" inseam length, but not a regular set of shorts that I am aware of.

The men's CCS Hurricane Slim Chino Short in a size 30 has a total length of 20", and an inseam of 10". The leg opening is 10.5"; so the shorts do have a loose type of fit in the legs, yet the waist is a Slim Fit.
